I've been to a friend tonight to upgrade actually install from scratch his PC from Windows 7 to Windows 10 Home edition. I suggested them to use an individual standard account for each family member and use local administrator password when needed to install software or make system changes. For unknown reasons getting old?

The star option causes the command to prompt for a new password, but any other parameter is taken as the password and set immediately! The reason for making your own administrator account is that having the built-in one enabled is a security risk since anything trying to compromise the system will assume there is an account called "Administrator" and attempt to utilise it. That's why it is now disabled by default. Making your own administrator accounts makes this a little harder since even the username would be unknown to an attacker.
